SSWD is governed by a five member Board of Directors.
Directors are elected to serve four year terms (three Directors elected in one election and two during the
next election). Elections are in even numbered years.

Thomas Fellenz was elected to the Sacramento Suburban Water District in 2006. He is Chief Counsel for the California High Speed Rail Authority and has practiced law for 21 years and civil engineering for 11 years.
Mr. Fellenz earned a Bachelor of Science degree in Civil Engineering from UC Davis and a law degree from McGeorge School of Law. He has lived in the District for 20 years and currently resides in Sacramento with his wife and two children.

Todd Robison was elected to the Sacramento Suburban Water District in 2010.
Todd grew up in the Sacramento area, graduated from River City Senior High School in West Sacramento and attended a local community college. He has worked primarily in retail management, holding positions as trainer, assistant manager, store manager, and district manager. In 2009, he opened a coffee drive-thru in Sacramento, which he operates with his family.
Todd lives in the old foothill farms area with his wife of 20+ years. Their son attends college in Virginia.

Neil W. Schild

Neil W. Schild was elected as a Board Member for Division 2 of the Sacramento Suburban Water District in 2004 and 2008. Neil is a Professional Engineer currently employed part-time with MWH, Americas. He is currently managing projects that involve environmental restoration related to the diversion of water from streams throughout California.
Director Schild has served on the Sacramento Groundwater Authority and is currently the District representative on the Regional Water Authority and the Water Forum. He continues to serve on the Finance and Audit Committee for SSWD. Director Schild has served in previous years as the President of the SSWD Board of Directors.
Mr. Schild worked for the US Bureau of Reclamation in Denver and Sacramento. He retired from the Bureau in 1993 after 34 years of service. Mr. Schild worked primarily in the water and power operations and maintenance fields during that tenure. He retired as the Deputy Regional Director for the Mid-Pacific Region of the Bureau.
He holds a BS degree in Agricultural Engineering from Kansas State University. Neil and his wife Arlis moved to Sacramento in 1972, raised four children and have lived in the District since that time.

Kevin Thomas was elected in November 2010 to the SSWD Board of Directors. He represents Division 4, which includes Arden Arcade, Carmichael, and Foothill Farms.
Kevin was born and raised in Sacramento, attended El Camino High School and is currently enrolled at CSU Sacramento where he is a senior studying computer science. He works for The People’s Advocate, one of the state’s largest grass roots taxpayer’s organizations, where he engages in all levels of government from neighborhood organizations to federal legislation. Kevin’s experience at The People’s Advocate ignited a passion for serving his community and making it a better place to live. In his spare time he enjoys reading and yoga. |
