Robert Roscoe, General Manager for Sacramento Suburban Water District, has nearly 30 years experience in public and private utility systems.
Previous to working for SSWD, Rob served as the Northern California Manager for the California-American Water Company and as General Manager for Citizens Water Resources California operations.
Prior to managing water utilities, he was employed for 13 years in private engineering consulting focusing on water resources engineering for public clients.
Rob earned his Bachelor of Science degree in Civil Engineering at the University of California at Davis and a Master of Science in Civil Engineering with a dual focus in Sanitary Engineering and Water Resources Engineering from California State University, Sacramento.
Rob is a Registered Civil Engineer and a Grade V Water Treatment Plant Operator in California.

Ed Formosa - Assistant General Manager

With the District since September 2003, Assistant General Manager Ed Formosa has over 30 years of service in the public sector. Ed was previously employed for 2 years with the State of California, 6 years with the U.S. Department of Agriculture and has 21 years of service with the City of Stockton.
Ed’s work for the District includes conducting and supervising the day-to-day operations, maintenance and construction activities. He ensures conformity with the adopted budget.
Ed earned his Bachelor of Science degree in Environmental Resources, took post graduate work in Utility Management at University of Southern California and completed courses in Management in the Public Sector from the University of the Pacific. He holds current certifications from the State of California Department of Health Services in Water Treatment Operations (Grade V) and Water Distribution Operations (Grade IV).

Jan Gentry - Assistant to the General Manager

Jan Gentry, Assistant to the General Manager, has worked the majority of her 15 years in the public sector for water districts in northern and southern California.
Prior to commencing work at SSWD in 2003, Jan was the Public Information Manager and Executive Secretary with Hi-Desert Water District. Her public information work included school and adult tours of the district’s facilities, involvement at community events, news releases, bill inserts, radio spots, newsletters, and special publications.
Her SSWD work encompasses administrative support to the General Manager and Board of Directors as well as planning and coordinating District activities and meetings.
Jan’s background also includes owning a desktop publishing and consulting business for over 12 years and teaching at a private college in Australia and at a community college in southern California.
Jan has a Master of Education from the University of California at Davis. She holds a current California State Teaching Credential.

Dan Bills - Director of Finance

Daniel Bills is the District’s Director of Finance and Treasurer. Mr. Bills has served as the Director of Finance and Treasurer since appointment in June 2003. He is responsible for the financial, treasury, accounting, and related administrative functions of the District. Mr. Bills has more than 20 years experience in the finance industry.
Prior to employment with the District Mr. Bills served as a Finance Manager over asset-liability management for a large financial institution and taught at California State University, Sacramento as an adjunct professor of finance and accounting. Mr. Bills has experience in financial management, complex financial instrument analysis, general accounting, computer systems, and administration.
Mr. Bills earned a Bachelor of Science in Accounting from California State University, Sacramento in 1980 and a Master of Business Administration in Finance from California State University, Sacramento in 1991. Mr. Bills is a Certified Public Accountant.

Lynne Yost - Human Resources Coordinator

Lynne Yost, Human Resources Coordinator, has been a Certified Paralegal for over 25 years. She came to SSWD in July 2005 after working for almost 5 years with the Sacramento City Unified School District where she assisted their Human Resources and Employee Relations Departments in employment law and collective bargaining issues.
Prior to her work in the public sector, Lynne worked in a private law practice for over 21 years for an attorney who was appointed as a Judge to the Sacramento County Superior Court in June 2000. During the summer of 2000, she handled vendor contracts and risk management for the Olympic Track and Field Trials held in Sacramento.
Lynne earned her Associate in Arts degree and Paralegal Certificate from American River College in Sacramento. Since coming to work for the District, Lynne has completed the CPS Human Resource Academy Certificate Program and has also obtained a Grade I Water Distribution Operator Certificate. She has also been a satisfied customer of SSWD for many years.

Annette O'Leary - Manager Administrative Services

Annette O’Leary, Manager Administrative Services for Sacramento Suburban Water District, has more than 20 years experience in public utility systems.
Before working for SSWD, Annette served as Accounts Receivable Clerk and as an Administrative Assistant for Northridge Water District.
Prior to working with the water utilities Annette worked in the corporate banking and publishing areas
Annette is currently enrolled in the ACWA/JPIA Professional Development certification program.
Annette is previously from the Bay Area and has been living in northern California for over 20 years.

Dan York - Manager Field Operations

|
Dan York, Manager Field Operations for Sacramento Suburban Water District, has 25 years experience in public water utility systems. Dan oversees a staff of 35 and has responsibility for production distribution, field customer service, maintenance, purchasing, meters, water quality, cross connection control and safety.
Previous to working for SSWD, Dan worked for Rio Linda Water District for 15 years and Arcade Water District for 6 years.
Dan is involved with the Sacramento Area Water Works Association (SAWWA), serving as an Officer and Security Chairperson of the Security Committee.
Dan is a Grade II Water Treatment Operator and Grade IV Water Distribution Operator in California.

John Valdes - Manager Capital Improvement Program

John Valdes, Capital Improvement Program Manager, has over 24 years of experience in civil and environmental engineering in the areas of water supply and wastewater treatment.
John has been with the Sacramento Suburban Water District and a predecessor district for almost 12 years. He has worked in different capacities but currently oversees and manages the planning, design and construction of various capital improvement projects. These include water main replacement projects, well rehabilitation and improvements, and water storage reservoirs and pumping stations.
Prior to working for the water district, he was employed for 10 years in private engineering consulting focusing on wastewater treatment and reuse for public clients. He also worked 2 years for the Water Resources Control Board for the State of California.
John earned his Bachelor of Science Degree from Oregon State University and a Master of Science Degree in Civil/Environmental Engineering, also from Oregon State University. John is a Registered Civil Engineer. He is a member of the American Society of Civil Engineers, American Water Works Association, and Sacramento Area Water Works Association.

Warren Jung, Manager Engineering Services for Sacramento Suburban Water District, has more than 28 years experience in the engineering field, 24 with SSWD and its predecessor Northridge Water District.
Before working for Northridge Water District, he was employed in private engineering consulting field for 4 years focusing on land development, project management, and hydrology and materials analysis for private and public clients.
Warren earned his Bachelor of Science degree in Civil Engineering at California State University, Fresno.
Warren is a Registered Civil Engineer in the State of California.
