15-Year Capital Improment Plan $106.6 Million

For over 1-1/2 years, District staff and consultants worked on preparing a 15-year capital improvement plan (CIP) along with a multi-year financial plan and water rate study. The overall purpose of the study was to provide the District with a plan and strategy for meeting the long-term capital improvement needs of the District. At the January 2004 Board Meeting, the District Board accepted a final report from the consultant titled, “Capital Improvement Plan, Multi-Year Financial Plan, and Water Rate Study.”
In March 2004, the Board adopted a 15-year capital improvement plan (CIP) with a total of 30 projects and an estimated total cost of $106.6 million. This 15-year CIP includes surface water conjunctive use projects, groundwater projects, rehabilitation and/or replacement of existing distribution pipeline facilities, metering of unmetered service connections to comply with the Water Forum Agreement, various analytical studies, and other projects that do not fall into any of the above categories.
