SSWD’s Water System Master Plan is a comprehensive assessment and description of the District's ultimate needs (to the year 2035) for water distribution, supply and treatment based on future population growth, land use, proposed water quality regulations, etc. The master plan is intended to allow the District to better plan and budget for future facilities projects and capital improvements. The Water System Master Plan was adopted by the District’s Board of Directors on July 20, 2009.
In addition, the District continues to explore options to enhance reliable water supplies. Balancing costs and reliable water supplies is a continuing issue. It is the District’s goal to maximize the use of existing water system capacity. Because of conjunctive use use capability, the District has facility capacity beyond the needs of the District at ultimate buildout of the Sacramento Area Council of Governments (SACOG) “blueprint.” The District desires to optimize the use of that capacity to generate revenues to pay for conjunctive use facilities and offset necessary rate increases needed for system replacement and rehabilitation. In the longer term, with conjunctive use facilities in place and a proven track record of groundwater banking, the District may be poised for groundwater exchange programs both inside and potentially outside the local area. Therefore, the Water System Master Plan includes a water resources management component.
The Water System Master Plan is an important document that will be used by District staff and board members into the future. However, efforts will be made to keep it current with new information as it becomes available. Major updates to the Water System Master Plan are planned at approximately five year intervals.
