Water Meter Retrofit Plan

In June 2003, Sacramento Suburban Water District (SSWD) signed the Water Forum Agreement requiring complete metering of all flat rate accounts by the year 2030. In February 2004 the SSWD Board of Directors adopted a Water Meter Retrofit Plan (Plan) for meeting these requirements within 20 years. In late 2004 Governor Arnold Schwarzenegger signed Assemble Bill 2575 (AB 2575) which required metering in California to be completed by 2025. The Plan was updated in September 2007 and outlines how the District will install water meters on all customer connections by 2025.

The Plan was developed with a ranking order for metering. Coordination between the meter retrofit plan and the main replacement plan was a focus of the Plan to reduce neighborhood impacts. Ranking considerations included, but were not limited to:

  • Flat rate water services that were located and connected to existing front yard water mains versus flat rate water services that were located and connected to existing back yard water mains

  • Size of lot.

  • Water main material type.

Each year the quantity of services to be retrofitted depends on the number of new services installed during main replacement projects. The District retrofits about 1,300-1,500 existing services annually.
