Municipal Service Review
At the regular meeting of the Sacramento Local Agency Formation Commission (LAFCo) of May 4, 2011, the Commission approved the Sacramento Suburban Water District Municipal Service Review (MSR) and Sphere of Influence Update (SOI). The MSR is a requirement of the Cortese Knox Hertzberg Local Government Reorganization Act, which grants authority and establishes procedures for the Local Agency Formation Commissions. LAFCo powers of primary concern to SSWD are the powers to act on local agency boundary changes and to adopt spheres of influence for local agencies.
The Municipal Services Review process (Section 56430 of the Calif. Government Code) affords the local LAFCo the opportunity to review the full spectrum of municipal services throughout the county. The MSR is intended to assist LAFCo to carry out the statutory responsibility of promoting orderly growth and development, preserving the state's finite open space and agricultural land resources, and work to ensure that high quality public services are provided to all California residents in the most cost-effective and efficient manner. The process encourages public participation and consultation with stakeholder organizations and other interested parties in an effort to meet the intent of the legislature at the local level.
